Abstract
Oral nicotine pouches (ONPs) occupy a legal gray area in many jurisdictions, creating uncertainty around their classification and oversight. Explicitly addressing ONPs through legislation, however strong or mild, can clarify legislative intent, reduce reliance on judicial interpretation and support more responsive policymaking as nicotine product markets evolve.
