Abstract
A central legal question for the effectiveness of health system reform emerges: Is antitrust law a friend or foe of competition and cost savings? The National Organization for Women brought litigation claiming that antiabortion groups whose members block women's access to abortion clinics can be sued under the federal RICO Act.
