Abstract
Like all new health system reform proposals, the RC proposal is not perfect. It does, however, begin to raise many of the right questions. Asking the right questions is the first step in creating workable answers. Let us judge the RC approach, as John Kitzhaber, MD, suggests, when evaluating any new health plan by applying the following criterion: To what degree is it an improvement over the status quo?
